Unless you use walking assistance or really struggle on stairs, I'd suggest them. But if you have problems with those stairs, Havana will be a little tougher to navigate- it's like Old San Juan that the roads are narrow and the sidewalks can be small and uneven. A recent review posted one source for non-cruise line tours, http://boards.cruisecritic.com/showthread.php?t=2524443 We were on the same trip- http://boards.cruisecritic.com/showthread.php?t=2523379 In a nut shell, Tour Republic out of Miami did a great job for us with the tour. And we had a great time. (it was an all day driving tour in an air conditions '59 Impala) Since then, we've also planned for another trip to Havana, and it turns out that Airbnb has tours, too. BTW, the way the current rules are written, you are allowed to organize a tour on your own. The affidavit that RCI has you sign shows that option (individual person-person), but some other tour companies (Viahero specifically) describes how to do tours without a specific tour.
