QM2 Cash Advance Policy Change?

On our last QM2 trip the Purser's Office allowed us to make an advance on our credit card for a few hundred dollars in order to give out some additional cash gratuities. The charge, I believe, was 3% or so. Our pre-document for Around the Horn states "cash advances are not permitted against your onboard account or any form of credit card." They recommend we carry personal funds in the form of Traveler's Checks, (which they will cash).

 

Has this been the policy recently?
