There are lots of shops in a large, new tourist shopping mall right at the area where cruise ship tenders dock. We also found a tourist info desk and quite a few independent tour operators offering tours. Of course, if you choose to go with an independent tour, go early in the day to allow ample time to return to the ship.

We were advised "Do NOT walk to town". However, it is just a short cab ride from where the tenders dock. We snorkeled in the AM and shopped at the port mall -- sorry I have no first hand info on Belize City.
