Are they in the mail box or do you receive them before boarding the ship?

As of late January they were still issuing sign and sail cards at check in prior to boarding.

Yes it is, but in some ports you don't get them when you check in, they are delivered to the mailbox outside your cabin once the cabins are ready to help keep people from going to their cabin before then.
