I haven't been on the Bliss yet, but I just looked at the deck plans and that looks like a great location. It's near the forward elevators, but not RIGHT next to them. You have one deck of staterooms above you to act as a buffer between you and the buffet. The only sun deck above you is the Vibe, which is adults only, so there shouldn't be a lot of noise coming from above while you are out on your balcony. All in all, seems like a great spot to me.
