Do you put luggage tags on carry on bags?

I don’t because it will be with me the whole time. I know that some people do in case they loose their bag on the ship while waiting for their room to be ready.

Luggage tags only required for checked baggage that is received at the pier and NCL loads and delivers to your cabin.

Make sure you have inside and outside ID on the bag in case of the handle or tag is separated.

Bags that have that happen are delivered to Lost & Found for disposition.

But it is best to have some sort of ID on or inside all your other luggage in case of separation from you.
