does anyone have the name of a shuttle/car service that provides car seats in their vehicles?

None.   Only large buses are exempt.  All other vehicles for hire only requires them to allow the passenger to install one.  The driver will not assist in the installation.   Uber Family is in some cities and for an up charge may provide one.    Some car rental companies will rent one to you, but after a two day rental, you could have gone to Walmart and bought one.

Since you're posting this on a cruise forum OP, I suspect that it's most likely a desire to get your kids safely from one of the SF area airports to the pier for a cruise - which immediately makes me think 'what about all the ports of call?' Whether it's a 10 day loop up to Alaska, a longer one out to Hawaii, or a Coastal cruise you will almost certainly have stops where kid car seats are also required in vehicles. Since airlines don't charge for car seats and pretty much any that you could already own, unless long past their expiry date, also attach securely to a plane seat, every kid older than 2 can travel with their own seat from home without any extra cost... for a lap-carried infant on the plane, assuming you are good with the additional risks of that in comparison to them having their own seat on the flight, I would agree with Philo that popping into Walmart and acquiring a new car seat just for the vacation is going to save you money compared to even 2 or 3 days of renting one - AND you know that it is new-out-of-the-box, therefore both well within expiration date and has never been in an accident before.
