When I took in the paperwork they said about 4-6 weeks, and as I recall it took 4 weeks. I helped my son's friend apply yesterday and was advised to expedite as the USPS that we use told us the State Dept seemed to running a little behind. No rumor, US began issuing them on December 30, 2005. It was to be phased in, and I'm not sure if ALL passport being issued are now this style, but it is happening. I live in the Washignton, DC area and when I applied for an amendment (name change) a year ago, it took 6 1/2 weeks. When I needed to renew this year, I was advised by the passport agency to allow 4 weeks even if I paid to expedite. And 6 to 8 weeks without the expedite request. Instead, I renewed through a private "expediting service" and they got it back for me in 6 business days. But this is an expensive option ($75, on top of the $60 expedite fee that the State Deparment charges). So unless it's an emergency, I wouldn't recommend it.
