We have a cruise leaving Florida in Nov, what will happen if the cruise still sails but Biden will not allow uk citizens to fly to USA?

That is my contingency plan for November to Miami. I realise I could be making final payment for a cruise I'm not going to take, but will just keep the FCC in my back pocket. I have no idea how things are going to pan out.
