It depends on the agreements they have with the authorities at the time they sail,  Currently for their upcoming Greece cruises they are saying provisionally no you can do your own thing but this could change.  If you look at Viking in Iceland, last week you could be ashore yourselves but this week the authorities have changed their rules so it is not permitted.

I suggest going with the realisation you might have to use ship excursions and anything else is a bonus

Thanks for your help.

I only just found this.  The usual notification must have passed me by.

We were considering this cruise over Xmas but indirect flights , or direct on the wrong days ,plus complicated testing procedures and uncertainty about excursions has sadly resulted in not booking at this time.

Such a shame.
