At least pre-COVID they can’t.  They can only get the soda package.  With parental permission they can buy beer and wine, but they can’t use the package for it.  We took two cruises with my then 19 and 20 year old son.  The bill was eye-popping.  He’s 21 now.  It will be a lot cheaper!
