carry on bag and security

I have heard there is a limit to the size bag that can now be used is limited to no bigger than 11 inches? Has anyone else heard that? This was from a conversation of someone that will be going on a Carnival Cruise and they received it in their packet that this was due to security tightening.

If this was in the cruise docs, well then "I" would certainly take it as the Gospel.
