Going ashore.

Hi all. Maybe this is too early. We are booked on Anthem of the Seas 22nd May to France and Spain. Are people only allowed ashore on cruise line excursions only?

We were on Harmony last month and were allowed off on our own in Spain but had to go on ship excursions if we wanted to go ashore in Italy. Not sure what the current protocol is for France.
