We Are All Caesars?

So this isn't a new perk for Latitudes Rewards but I can't figure out how it works.  It says Bronze and up get "exclusive offers" but I've never seen one (at Platinum level.)  When I click on the link, it takes me to Caesar's website where there's no mention of NCL.  I'd think it would be more a CAS thing but even that isn't mentioned.

 

What am I missing?

Yeah, but that's more if you're an elite Caesars Rewards member you get an NCL discount, not vice versa.
