It's an anomaly that gets explained away as "margin of error". It's the same with false negative and false positive tests. The bottom line is that it is scientifically documented that these tests have a percentage of flawed results, yet we treat them as the de facto law or excuse them as "99% accuracy is good enough". Would you take a cruise that only returned 99% of passengers to shore? 99% false negative means that on average, of the 5,000 people on your ship that tested negative, 50 of them have COVID.
