Not often.  However, a high-volume TA will sometimes call you with an offer.  It is definitely worth a call to ask.  We recently called our TA to ask about upgrading, expecting to pay the full upgrade price.  She was able to offer the suite at far less than the brochure price difference.  Good luck.

Katie, I am on the Marina from Venice to London, May 14-June 5.  Oceania sent direct emails to passengers a week before offering upgrades for VERY reasonable prices.  We are in PH1 level so did not receive any notices but several of our travel mates did and took advantage of them.  We are the only one continuing to London so that may have been a reason as well.
