The tests found it and the passengers were isolated. Now, think about this: If these people hadn't cruised and taken the tests, they likely would still have COVID and may not be aware. They wouldn't be isolating on shore and could spread it further. One could argue that taking the cruise with the testing could actually REDUCE the spread of COVID.
