Seattle? Pier 66?

Mike, that should be doable, since there's a Hertz place both at the airport and at Pier 66. It'd much more convenient than returning it to the airport. If they won't let you drop it at Pier 66 for some reason, try renting through Budget or Avis. Both have locations in downtown.

I believe all of major car rentals have downtown lots, pick up and drop off. Unless you know the Seattle area and what we call the back freeways, I would avoid downtown to SeaTac on weekdays. 6 or 8 blocks from pier 66 will be better than SeaTac. An internet search for the downtown Seattle locations should work.

We have a car rented for the day we arrive at the pier after our cruise. We are using Hertz and picking it up at the pier. They have a counter there, but no cars. From what I understand, they have a shuttle that will take you to their downtown location to pick up your car.
