What say you, Oceania Experts?  We are going to Toscana on the first night of our cruise, that's why December 31st choices are down to GDR or Polo.

If we were on the Marina or Riviera I would choose Jacques, but alas, that is not a choice on Insignia.

On our holiday cruise onboard Sirena, we chose GDR for both Christmas Eve/Day and NY Eve/Day. We found the GDR had more of a festive vibe. Recall that a turkey dinner was served on Christmas Eve not Christmas Day and some folks were disappointed as they missed it on Christmas Day. Our cruise was a long one, so we had plenty of opportunities to enjoy the more intimate atmosphere of Tuscan Steak and Red Ginger.
