There are a lot of considerations in order to answer your question. For instance, if you are a Haven / Suite guest, with concierge access you'd have priority. Then of course, if you are on a tour they would then follow. Unless protocols have changed, you will get a 'ticket' the evening before to be able to leave the ship by number. If you are not a Haven / Suite guest, I'd recommend finding the least expensive tour that has the earliest departure time so you can leave with the tour and then excuse yourself from the tour leader (make sure to let them know though so they are not concerned).  Overall though a 30 minute window from arrival to port may be pushing it a bit.
