Yes, bringing wine or champagne onboard during embarkation is allowed. One 750-ml bottle per person, in the carryon. 
If they want to drink it in the MDR, a corkage fee will be incurred. 
If they prefer to drink the wine in their cabin, the fee is not incurred. They just need to bring a wine opener. They may ask their stateroom attendant for wine glasses to use.
