Escape balcony setup

So I see in the Ncl deck plan som rooms (Balcony) have 2 occupancy and others 3 or 4. I see that all balcony rooms have the same couch, isn’t that for a 3rd person? Could a younger (smaller) one move from another room that has 4 in the room so that there is 3 in both cabins?

If NCL "promotes" a cabin as only having occupancy for 2 persons, then there would only be room for 2 persons. Otherwise they would of course sell it as "optional" 3-4 person occupancy. So there must be some kind of limitations of space in the balcony cabins you see listed with only occupancy for 2 persons.
