Flying from Amsterdam to the USA

If there is a stopover in the states, would we go through U.S. Customs here or in Amsterdam?  Seems to recall reading some country in Europe we would go through U.S. Customs there instead of here, but can't remember which country that is.

Ireland is the only European country that has U.S. Preclearance. 
 

Flying from Amsterdam you’ll clear immigration and customs at your port of entry into the U.S.
