Tampa Cruise Port

Looking through the questions there doesn't seem to be a lot written about the Tampa Cruise Port experience.  We are looking to fly in the day before our cruise.  My son will turn 21 at midnight, then getting on the ship the next day.  We have made this an extended family cruise, and he will have a lot of his older cousins going with him. We are looking for an area where we can maybe get a few hotel rooms, but it will be close to nightlife so that at midnight he can have his first "legal" US drink. We do not plan on renting a car, so we need a place that with uber or public transportation we can stay the night, the youngins can go out to have a few drinks with the birthday boy, and we can easily with uber or public transportation get to the ship in the morning.  I think that most of the hotel bars close at about 11, so if there is one that has a later bar, that would be great, if not a place with nightlife near by.
