Regarding the Bayshore Westin.  Is it within walking distance of the train and the cruise port while pulling a carry-on or does a taxi make more sense?

17 minutes on Google to cover 1.5km or 1 mile.

 

Yes, it's doable.  I do recommend going along Hastings to avoid the stairs along the seawall.

 

Hmm... 17 minutes walk might have you there faster than being stuck in traffic on the cruise ramp down into the cruise terminal.

What xlxo said - depends on your comfort levels while schlepping your bags. I walk almost twice that far with more of a hill to climb to get to the pier, so there's definitely not an issue with sidewalk quality even using wee roller wheels, just your fitness level v.s weight of bags!
