Are "October Savings Sale" rates refundable?

I always book with rate code PB4 which has always been refundable. That code is now called "October Savings Sale", but the fine print does not include the word "refundable".  I'm assuming it is, because there are no other refundable rates.

I believe it is refundable before final payment. I booked the September sale which was identical and when I look at my booking, it says $0 penalty if I cancel now which is before my final payment.

I saw the September sale too, but the difference is when I clicked "Terms & Conditions" for the September sale, it said "Refundable deposit...".  🤔

As far back as I can recall PB4 has always been refundable, and the name might be the month or some catchy title they give it.   Not to say that's still accurate, just explaining the past.
