Does anyone know if the second passenger will still be comped if the primary passenger no showed on a free cruise offer from casino matching?

No, the comped player must be present.  The only reason they comp you through the Casino is for your logged / expected play.  If you no-show, they will either be denied boarding or be charged current rates for the room.
