Tour operators at port

We will be visiting Tortola on Monday, January 27 on Celebrity Beyond. We rarely book ship excursions with the ships, preferring to just get a tour with local operators at the dock. We've never been to Tortola so we'd like to take an open air bus or jeep for an Island highlights tour. Does Tortola have independent operators at the docks like most other Islands do? I've looked on trip advisor but the tours are outrageously high. I appreciate any help and information you can provide.
