Travis, based on my general experience in Yucatan, $25 is very cheap for the day. A taxi from Merida to Progreso, about 21 miles is $25. I have however, read a number of posts here saying they hired a taxi to take them to the Dz ruins, wait and then on to the historical center of Merida for $40-45. Still a pretty good value. And don't forget the local bus serice Progreso to Mereda is $3.00 RT.
