Downgrading Adjoining Cabins

we ae booked on the poal in june we wanted a jj inside cabin, when we went to book though all they had was guarentee, so I tried to book it and was unable to now we had to book adjoining cabins and really want just the jj cabin x1 has anyone heard of NCL downgrading 2 cabins to 1 quad cabin before the cruise the custormer service personnel said that it happens closer to date d/t upgrades, now my questions is will I be refunded the difference even after final payment has already been made.
