I am leaving on May 14th on the Spirit out of New York with my 21y daughter..She had a learners permit from New York which expired on her 21st birthday in January (she never wanted to get her drivers license!)..anyway, she has been out of state at college and has not been home to renew her permit or to exchange it for the nondrivers id...My question is can she still use this as her picture id as she won't be home in time to get her new picture id?

I would not chance it. It is technically not a valid ID of any kind.

The ID has to be valid, the exception to the rule is an expired passport of less that 10 years.

Have her get a state issued ID from the state where she is a student. She should be able to get that by the time you leave. She will probably need a copy of her BC to get it.

in Virginia by going to the motor vehicle dept. It looks just like a drivers license but says ID only.

Thanks for your feedback..she sent for her birth certificate from ny several weeks ago so she is waiting for that and will get the state photo id at the dmv...i called that dmv this morning and they said she can actually get the photo id the same day and won't have to wait for it to come in the mail...

She can get it same day in DMV. Takes anywhere from 10 minutes to 1 hour depending on the number of people there. Go early in the morning, less people.
