Black Coral question

I know black coral is endangered, but read that Cozumel abides by environmental laws in sales of black coral jewelery. Is it legal to buy black coral jewlery and bring back to the states? How is Cozumel able to create this jewelry without further endangering the coral? How about Grand Cayman?
