The majors run shuttles between the port and their rental location. Most are within a few miles of the port.

We are renting with HERTZ. They are not at the pier (none are) but they do offer shuttle service.

When we sailed out of P.C. last year we used Avis, as others have said they are not in the port but are close and have shuttles. We were very pleased with them.

we rented from Budget, only 1/4 mile from the port. They offered a free shuttle. They were very friendly and helpful.

Budget is great. We've used them twice and will do so again. We were offered an upgrade in PC for $5.00 more which we accepted because the amount of luggage we had. Getting a Fastbreak card will get you through MCO much more quickly than standing in line.
