Why HC come available close to sailing

I have a TA friend who specializes in seniors cruising. I asked why the HC cabins are sometimes still available close to sailing. Her take is that people needing HC cabins have to book very early and often end up having to cancel just before final deposit. Very few disabled passengers wait that late to book so the cabins end up available for gty's and late bookers.

 

This may explain why so many AB's end up in HC.

Over the years I have found that there are many who could use/really need the HC cabin, they do not know that they are entitled to them. I have often said why did you not ask. I have also been told by those who could have gone in the HC cabin that they wanted to stay close to the other cabin/ people they came with. I have also seen the hc cabins filled early with those who did not need. (the asked us to switch with them) That was really nice. But as far as business if they are not used by the time thay sail fill them up and they do. I book early.
