Can someone explain to me how priceline works?

You tell priceline how much you want to spend and what category(how many stars) hotel you want. Then you have to enter your credit card number and wait to see if someone accepts it. I have used it a couple of times with good results, however make sure you do your homework first. I wanted a pre-night stay before my cruise in NY, so I thought I'd give priceline a shot. I was totally willing to stay out near the airport since my flight gets in late and I wasn't going into the city to sight see. I figured near the airport, $125 plus tax seemed fair, but priceline couldn't find me a room. I then went onto travelocity and found a nice hotel(less than 1 year old) for $125 plus tax. I guess what I'm trying to say is make sure that you research what the rate is that you could get before you bid to make sure that you are saving all you can.
