It wasn't for us at the cruise terminal..not sure about anywhere else in New Orleans though.

It wasn't when we were there in 2004. We were not even able to use a HC space because they were using some of them for throughways for cars to get through to park in other parking spots. I got very upset at the man that was there and explained to him that I needed a HC parking space but he just ignored me. When we returned home, I sent an email to the man over the Port Authority and told him what was being done. He told me he was not aware this was happening and that he would see that it was no longer done. I don't know if he took care of it or not, but I hope he did.
