It depends on how the ship books out. Cruise lines like their guarantee program even though its costs them considerably because of the flexibility of the booking, and it allows them to post the cheapest price longer.

 

The cabins that book the quickest are the most expensive suites and the cheapest cabins. You have a choice to book any cabin or save some with the guarantee program. Many choose the least expensive cabin they will be happy with and hope for a significant upgrade. You'll notice there are a very few cabins on each deck inside and/or outside. Many book guarantee these cabins, and can end up with a cabin several decks higher, more expensive cabins.

 

Since the chances of a ship being booked out without orphans is next to nil, NCL will shortly before a cruise date start offerring upsales for about half the difference of the cabin they are in for a better cabin as much as they can. Then when they are through with the upsells, some will see the upgrade ferry. In this fashion NCL will book every cabin.
