Transportation from Whittier to Seward?

I have been looking for transportation from Whittier to Seward when we get off the ship. We would like to go to Kenai Fjord Boat Tour but I cannot find on the web any shuttles. Whittier Shuttle stated they would do a private shuttle for $55.00 per person, 4 adults. Can we reserve a rental car any cheaper? I know taxi service is $200 for 4 adults.
