A lot of it is luck and your TA will take credit for it. There are times when a TA will look at booked cruises for new rates or specials and be able to upgrade you at no additional cost. They prefer to do that versus refunding you the difference so they don't lose commission. There are times when the price difference between the special in your category and the next available cabin is more money and, hopefully, you will get the option of a small refund or paying extra for an upgrade.
