If your kids don't have a passport...

and you are traveling in Sept (and the adults do) then in the event of an emergency would the kids be denied being allowed back into the US?

 

I know, get them a passport, but our children are foster children and that is almost impossible to happen so that is why we want to take them this year - also we don't know that they will even be with us long enough to go...

Check the US State Department website for the latest news. Last I heard they were proposing to exempt children traveling with their parents, and school groups from the passport requirement, but things like this can change almost until they are due to go into effect. The fact that you are talking about foster children might complicate matters, but again, rather than depending on folks on these boards for reliable information, go to the official agencies that deal with these issues to get the correct answers.
