Getting Married On Navigator Of The Seas In Europe

We are wanting to do the 2 week cruise out of Southampton England. Two of our party want to get married on this cruise, any ideas on how this can be made to be legal and binding? We've heard that Princess are legal both in land and at sea, not sure how that can be the case.

 

Also heard that RCI's cruises are not legal unless in Italy (this info is from the TA)

 

Would be great if anyone has any info/input into this or if they've used NOS/RCI ships to get married in Europe
