age restrictions in spa enforced on Princess?

I don't know if I am behind the times, but I was surprised, and none too pleased to find that aboard HAL Oosterdam the spa manager's rules are that teens are allowed to purchase and use spa passes to the therapy pool and thermal suites inside the spa, if they are accompanied by parents. That rule was a new one for me, and the enforcement was pathetic. There was no supervision, by adults or spa staff. Several times I walked into the thermal suite to find it over-run with teens heeding the call of the wild, no parents in sight. My complaints to both spa and hotel managers were answered by the "rule" printed in the spa brochure.

 

Do people see this happening on Princess line? I didn't see it in October on the Crown, nor last summer on Celebrity. I am hoping this is just a HAL thing, but Steiner is spa on all lines so heaven-forbid this trend spreads.
