Try the Bonnington in Bloomsbury. One of the hop on hop off buses stops just a couple of doors up from the hotel. The other stops by the British Museum about 2 blocks away. Regular buses also stop right outside the door also. I've stayed there a couple of times & it's a nice place, not fancy, good breakfast. Russell Square tube station is about a 1/4 mile and if I remember correctly they have an elevator. Have never had any trouble catching a taxi there.
