Brazil charges US $100 for tourist visas issued at Brazilian consulates. The U.S. charges the same amount for people seeking U.S. tourist visas at U.S. consulates. The US $30 refers to a per passenger fee that the Municipal President of Solidaridad (where Playa del Carmen is located in Mexico) wants to charge Carnival in order to let it do business in his locality. This has nothing to do with visa fees or other port usage fees. You are confusing others out there with your statement.

you still have to pay it and some countries do charge fees to use ports and others in fact they do in NYC. I was just saying how much some countries charge(including the US at times). It may be apples and oranges but it still comes outof the travelers pocket ok?
