Been to Belize twice and Progreso three times. Would go back anytime. These ports are as different as night and day. Belize is a place to zip line, cavetube, snorkel, visit ruins or hang out on the beach.

 

Progreso is more laid back. You can sip suds on the beach in town (coronas are $1 @), go to any of several ruins, shop in a real mexican town (don't miss the fish market and meat shop), lay by a pool in some plush resort or take a trip to Merida and see some really neat stuff. Oh, and the food is to die for.

DH and I loved both ports but it really depends what you want to do and the other poster is right - the ports are as different as night and day. We would love to go back to Progresso to see some more ruins.... We have also seen ruins in Belize but I prefer Belize for the water activities. If given a choice - I don't know that I could decide.
