It will depend a lot on the activity you want to enjoy. Diving and snorkeling will require a boat with marine park permission. There are not a lot of boats for hire that will accommodate a large group on one boat.

There is a cruising yacht well rigged for fishing that is available out of Puerto Abrigo. Several snorkel boats, I call them. They are typically wooden boats "Bahamas" style appearance.

It's unlikely you would all be certified divers so you'll want to hook up with snorkel guide companies and/or fishing providers. Typically dive masters don't make good snorkel guides; or at least that's been my professional experience here.

Cozumel’s service providers are well represented on the Internet and search engines like Google should be one of your best friends. Individuals on these forums often have first-hand experience also, if it’s a personal experience.

Any version of searching for “fishing Cozumel” or “snorkeling Cozumel” should give you a lot to check into. Check out the first three in each category and you’ll have a great comparison of what’s out there.
