Help with a gift certificate!

The other guest in my cabin cancelled on our Sept. 3rd cruise about 2 weeks before we were due to leave. I called Carnival and cancelled him. I paid for his cruise, etc. They told me to write a letter. I did..and got a certificate for a future cruise. Here comes the kicker though..

 

You have to send them a request of some cruises you would be interested in going on. At most, 2 weeks before the crusie they will let you know if you have been approved for this sailing. Has anyone else been through this?

 

Who can plan a cruise in 2 weeks? How can you set up the other person in your cabin if you're not sure you're going or not?

How am I supposed to arrange babysitters, travel arrangements, time off work, etc. not knowing if I'm actually going to get to go or not?!

 

Anyone have any insight on this?
