You can get cash/chips on your on-board account, I think up to $2000 per day. The casino staff was very friendly on the 5 Nov Connie cruise.

Is there a fee to charge chips to the cabin?

Some lines charge 3% or so.

There is no fee, Andy. Hopefully, you won't have to charge chips on your account too often. :D

A lot of people take it out against their Sail N Sign card to access cash without paying any fees (e.g., ATM). And if you have a reward card, you get the benefit of the rewards. And it's not considered a cash advance on your credit card, since it is charged against your onboard account card.
