Daytime, you'll be fine. Just like in any city, there are some scammers etc. Just keep you money close, and stay where there are other people.
In the evening, don't venture too far without a cab. You can walk along the wharf til about 10ish, after that, I'd take a cab.

Hang a right just beyond the hairbraid pavillion is the horse surry pavillion, go further and you hit the straw market.

These carriage tours are very well regulated and nice. During summer, they don't operate in the hot afternoon hours in deference to the animals. [img]http://messages.cruisecritic.com/infopop/emoticons/icon_smile.gif[/img] The carriage operators give a nicely lectured historic tour of the down town (Supreme Court, Parliament, oldest house, etc.) and the time charge is reasonable (in '02, $35 per surry up to 4 pax [we did 2 adults, 4 young children] for 30 minutes).

It is a nice safe photogenic way to see the town before hitting the beach...
