On our up-coming Baltic sailing in August, my TA says Costa took our first seating request but must let the matre'd onboard to decide the outcome. According to my TA, first seating is available on our sailing alright. Is this the practice of Costa to not confirm such a request ahead?

Not just a costa practice. You are told they will try to honour your request but it isnt a given. The suites are told they have priority for their choice but even it isnt confirmed until on the ship
